Shillingford Parish Council Meeting
Minutes of the meeting held at the Village Hall on Tuesday 8th June 2021 at 7:30 pm
Present: Cllr P Barwell (Chair), Cllr J Parrott (Vice Chairman), Cllr W Turner
Cllr A Swain (TDC), Juliette Thompson (Clerk), Four members of the public
057/21 Welcome and apologies for absence:
The Chairman opened the meeting at 7:30 pm.
Apologies were received from Cllr A Connett.
058/21 Declaration of Interests/Dispensations: None
059/21 Open Forum:
Plans for a path between Shillingford Abbot and Shillingford St George are being taken forward by residents and funding appears to be available for the project.
060/21 Minutes of the Previous Meeting: It was proposed by Cllr J Parrott, seconded by Cllr P Barwell and agreed by all, that the minutes of the Annual Parish Meeting held on Tuesday 18th May 2021 were a true and accurate record. It was proposed by Cllr J Parrott, seconded by Cllr W Turner and agreed by all, that the minutes of the Annual Parish Council Meeting held on Tuesday 18th May 2021 were a true and accurate record. The Chairman signed the minutes.
061/21 Police, County & District Councillors Reports:
Cllr A Swain (TDC) said that he would chase the TDC Enforcement Officer again for his report detailing the outcome of their visit to the Outdoors School.
He also made all aware of the upcoming consultation on the Teignbridge Local Plan Part 2.
062/21 Village Hall Report:
There was no report available. The Chairman noted the new tables and chairs recently purchased by the village hall committee.
063/21 Matters Arising: None
064/21 Parish Matters:
064.1 The resignation of Les Howard and Bernard Stamp was noted.
064.2 The proposal by residents for a footpath between the villages was agreed by all to be a good idea. Grant funding seems to be available and the Clerk will find out if monies can be deposited in the parish council bank account.
064.3 It was proposed by Cllr J Parrott, seconded by Cllr W Turner and agreed by all to purchase gift cards for the defibrillator volunteers.
064.4 To note the date of the Teignbridge Local Plan consultation: 14th June to 9th August. This will be discussed at the public meeting planned for 22nd June 2021.
065.1 To Discuss planning applications:
21/01072/FUL – Little Garden, Shillingford St George
Change of use of agricultural land to domestic garden
There were no objections to this proposal.
065.2 To note planning decisions:
20/02398/FUL – South View Farm, Shillingford St George
Construction of a new self-catering holiday lodge
Grant of conditional planning permission
21/00149/FUL – Pengellys Farm, Shillingford Abbot
Retrospective planning application for two workshops units for B2 (general industrial) use.
Grant of conditional planning permission.
065.3 Planning Enforcement:
20/00220/ENF – Exeter Outdoors School, Shillingford St George
Clerk to send a strongly worded letter to TDC Enforcement asking again for the findings of their recent site visit.
066/21 Audit 2020/21
066.1 The Internal Auditor’s Report and letter were both noted.
066.2 It was proposed by Cllr P Barwell, seconded by Cllr W Turner and agreed by all to approve and sign the Annual Governance Statement. The Chairman signed the statement.
066.3 It was proposed by Cllr P Barwell, seconded by Cllr W Turner and agreed by all to approve and sign the Annual Accounting Statement. The Chairman signed the statement.
067/21 Finance Update and Expenditure for Approval
067.1 Balance of account as at 31st May 2021 £5,822.62
067.2 It was agreed by all to approve the monthly bank reconciliation for May 2021. The bank reconciliation was signed by Cllr J Parrott.
067.3 There were no BACS payments to approve.
068/21 Clerk’s Correspondence: None
069/21 Public Discussion:
The public suggested inviting TDC’s Ros Eastman & Peter Howell to a meeting of the parish council where the strong feelings surrounding enforcement issues at the Outdoors School can be voiced.
Clerk to find out the lifespan of the two village defibrillators. Cllr A Swain suggested joint refresher defibrillator training with neighbouring villages which all agreed this was a good idea.
070/21 Chairman’s Remarks:
The Chairman reminded all about the public meeting at the village hall on 22nd June at 7:30 pm, where the platinum jubilee celebrations, traffic and speeding solutions and the local plan will all be discussed.
The Friends of Shillingford Wood have raised £30K and if the recent grant application is successful, the total will be close to the £70K amount needed to purchase the woods.
